I'm the author of Pre-Existing Conditions: How Lobbying Makes American Health Care More Expensive. I research legislative institutions and interest groups in the United States. See my research page for copies of my published work and datasets. At the University of Vermont, I teach courses on health policy and American political institutions. Also, I comment on Vermont and national politics from time to time.
